They’re called Gravatars, short for Globally Recognized Avatar.

At the time, the Gravatar site was down, getting overhauled by its creator.

Now it is back up! If you want your own fancy pants little icon, which shows up when you comment on any Gravatar-enabled blog, go visit the new site:
